Where the money actually goes

On most UAE projects the electrical, ICT and MEP scope is a quarter to forty percent of construction cost, and it is the least scrutinised part of the build. Four things follow from that.

Scope that is in nobody's package

Earthing and bonding, containment fill, fire alarm interfacing to HVAC and access control. Each one sits between two subcontractors and surfaces at commissioning, when it is expensive.

Bids that are not comparable

The cheapest tender is usually cheapest because of what it quietly excluded, not how it was priced. Levelling three bids properly is the highest return hour on any project.

Variations argued from memory

Entitlement and valuation written loosely gets rejected. Written properly, with the contract reference and the build up, it gets paid.

Handover accepted too early

Once the works are accepted, the leverage is gone. What gets verified before acceptance is the difference between a snag list and a claim.

Who you are dealing with

I am Karl Nylund. I have spent thirty five years in electrical and ICT construction, starting on the tools and finishing as a senior project manager, and I now run an independent technical practice in Dubai.

The reason that combination matters is narrow but real. I have installed this work, I have priced it, and I have sat on the consultant side reviewing contractor claims. Most people reviewing a package have done one of those three. Knowing what actually gets built, what it actually costs, and what a reviewer will actually approve is the whole job.

I am not an engineer of record and I do not certify anything. That stays with your appointed consultant, which is exactly as it should be. What I provide is an independent read from someone who is not being paid by the outcome.
